The Welsh Government has introduced a consultation process for their comprehensive Heat Strategy for Wales, which outlines the roadmap towards achieving net zero heat emissions across all sectors. The strategy underscores that the extent of consumer adoption of new technologies will underpin the speed and scope of Wales' transition to net zero.
Wales is home to some of Europe's oldest and least energy-efficient residences. Additionally, a significant portion of properties are not connected to the gas grid, making the necessary changes more extensive compared to other parts of the UK. Compounded by this challenge is the financial aspect, with an estimated 45% of Welsh households grappling with fuel poverty.
The core objective of the Strategy is to establish a transparent regulatory framework that supports the development of net zero homes across various tenure types, including the private rental sector. It asserts that all homeowners and landlords will receive the necessary tools to make informed decisions for decarbonizing their properties. A central solution advocated in the strategy is the implementation of heat pumps.
Evidence from domestic trials across the UK has shown that heat pumps are applicable to all property types and architectural styles. However, recent research indicates that even with enticing financial incentives, only a quarter of homeowners would opt for environmentally friendly home upgrades when confronted with the full costs.
For efficient retrofitting of homes, property owners and landlords require transparent guidelines on the necessary energy efficiency standards for their properties, the time available for making improvements, and the associated expenses. Propertymark's report in August 2023, titled 'Energy Efficiency in UK Property: Charting the Path Forward,' suggests that both the UK and Devolved Governments should prioritize enacting legislation that establishes clear Energy Performance Certificate (EPC) targets, enabling individuals to plan their actions effectively.
It's notable that investing in energy efficiency, according to Propertymark member agents, does not currently correlate with increased house prices. Until this linkage is established, alternative incentives such as vouchers covering retrofit assessment costs, loans, and grants for energy efficiency enhancements, the possibility of offsetting energy performance improvements against rental income, or the option to offset improvement expenses against capital gains tax, should be provided to motivate homeowners and landlords to take proactive steps.
Despite their long-term cost-saving benefits, the initial expenses for heat pump technology surpass those of conventional boiler replacements. Additionally, energy tariffs significantly impact the operational costs of heat pumps, rendering them 14% more expensive to run than boilers at present rates.
To invigorate the market, the UK's boiler upgrade scheme extends grant funding for low carbon heating solutions, including a £5,000 allocation for air source heat pumps. Furthermore, heat pumps currently enjoy VAT exemption. Nevertheless, the upfront financial burden associated with heat pumps remains challenging for many individuals, especially when coupled with the costs of insulation installation, which is a prerequisite for accessing boiler upgrade scheme funding.
The UK Government aims to escalate the annual installation count of heat pumps from 55,000 to 600,000 by 2028. This scaling-up is anticipated to drive down the installation costs of heat pumps through the realization of economies of scale.
